The rest are attributable to someone else, as they predated Goonswarm by a fair bit.

Incorrect. It consists of all CODE compliant miners and haulers. In the hauling department, I myself haul while at the keyboard and in possession of a permit, it's why I have never been ganked despite frequently running with 3bil+ in my cargo hold. (Daredevil webs ftw)
